MSS: Approve Working Times for Team Member

Dear all,

I have a requirement from our client to implement the ESS/CATS module and MSS/Approve Working Times application for the Team Leader (i.e.: Supervisor / Coordinator).

To define the team members I am looking for the options bellow:

1 ) Create a Organizational Unit in the OM Structure

or

2 ) via Administrator for Time Recording into IT0001

My question is: Are there others alternative solution for this?

                        What is the recommend SAP Best Practice Solution for it?
