Workflow for personal information in ESS ehp6

Hi.

We are using ehp6. (Applications Webdynpro ABAP), and I know that exist  workflow for  Leave Requests , however I have a doubt :

Is there any standard workflow when a employee using ESS changes his dependents information in ESS .

Requirement is whenever employee changes his dependents information it should trigger a workflow which goes to HR administrator. when he/she approves than only infor should be updated in R/3.

I've read of transaction swehr2/swehr3, in where I can Create my own function module and add it to the required event (UPD, INS etc). In this FM start your workflow.

My question: How can I differentiate the upgrade using the t.code PA30 with ESS ? 

There exists a different solution to using  HCM P&F?
