You cannot create more than x requests in SLTA: yyyymmdd. Creation terminated

Dear Friends,

While creating claim in ESS I am getting an error as per screen shot-

But in V_T511K , LTAEX value is maintained as 2 .  Need to know the reason for this error .

Checked with below links but no clues.

You cannot create more than 0 request(s) in SLTA:Date. Creation terminated

Error in creating Claims / Advances in ESS BP 1.41, NW 7.01
