Launchpad transport error in EHP7

In EHP7 i am facing issue creation and transport of custom new launchpad. But i don't get any issues in sandbox system.

In development system i am facing this issue.

I am trying to create new custom lanuchpad, and when i try to do transport i am getting error.

In this, i observed it's asking again Namespace when i select transport. But in sandbox it's only Package name is asked.

I check the OSS notes

1702081 - LPD: Error message TO142 or TK232 , but not solved this.
