Issue in IT Declaration - Sec 80 / 80 C on ESS

Hi All,

We are on SAP ECC 6.0, SAP HR 604 0059 and EA-HR 607 0010.  Our portal version is 7.3 EHP1.  Backend configuration has been done for Sec 80 & Sec 80 C.  We are able to view the section 80 / 80 c application but when we click create section 80 and sec 80 c to fill details, we are not able to fill in the details.

All the fields on both the applications are grayed out.  The system is allowing to make create previous employment tax details.  Request your help on this issue.
